On November 2, 2005, Jim Gardner delivered the Annual State Constitutional
Lecture at the Center for State Constitutional Studies, Rutgers
University-Camden; Camden, New Jersey. The title of the talk
was "Representation without Party: Lessons from State
Constitutional Attempts to Control Gerrymandering."
